In theory it would have brought in more tax revenue because citizens were subject to greater taxation.
Arguably it was a disastrous policy because it completely removed the incentive for subjects of the empire to join the military, as Roman citizenship was one of the rewards of service. Also Rome's economy was on the brink of collapse by the time of his reign and trying to squeeze more revenue from the already practically destitute masses likely only added to the massive inflation that was going on at the time (though he can't really be blamed since the Romans seemed to have no concept of inflation other than Aurelian). This, like all the failings of the Severan dynasty, basically ensured the Third Century crisis would occur.
