1. Mexico was fighting other rebellions.

2. Santa Anna is the biggest asshole/idiot ever.

Santa Anna was too incompetent, read "The eagle and the Raven"

The Texans won one decisive engagement because of poor generalship by Santa Anna, allowing the bulk of his forces to be ambushed and routed, and Mexico wasn't in any state to resume the conflict afterwards because of internal discord.

At the time of the Texas Revolution there were other Mexican states in open revolt that required attention.

Fun fact about Santa Anna being a retard: During the Mexican/American war, Santa Anna's army was hit by a surprise attack and he had to retreat in such haste that he accidentally left his artificial leg behind. It is housed to this day in the Illinois State Military Museum.
