Italy needs to import lots of grain to meet its demand for pasta (and bread). Mussolini wanted Italy to be self sufficient, which would require getting everyone to grow and eat rice instead.

As always with fascists there were aesthetic reasons too. Pasta is "old fashioned" and "decadent."
