The empires at the time were acting from their own self-interest and in one way or another most of their actions can be justified, especially something as militarily clear in value as the invasion of Belgium. Events like the rampage in Leuven less so.

The point though is not to justify Germany but to point out the context. Some people seem to want to view Germany in WW1 as simply the big bad, but Germany was in some areas really a fairly progressive state at the time and the morality of all states involved deserves scrutiny. If any single state should be blamed, Germany isn't too bad a choice. Wilhelm II was something of a fuck up in terms of foreign policy and played a large part in setting the stage for the war. But I still find it disheartening how people twist events to make it look even worse. Like posting timelines that exclude things like the Russian mobilisation or like some idiot from some time ago who acted like he knew everything while going on a tirade about German aggression while including obvious errors like stating that France hadn't begun mobilisation at the time of Germany's invasion of Belgium. Having a more open perspective than simply looking Germany as a big bad aggressor and being able to look at interesting perspectives like the war by timetable is so much more rewarding.

The involvement of Serbian officers in the assassination already shows that elements within the Serbian government are highly sympathetic to the assassins's cause, and therefore can not be relied upon to carry out a proper investigation.

But at the same time, the Austro-Hungarian police would have a similar bias in effect.

They should have worded the point as "have the investigations conducted by a neutral party", and get someone like Sweden or Switzerland to do the investigations.
