The USSR was great and achieved a lot, despite enduring Civil War and the brunt of fascism in WW2. For the first socialist states, there's a lot to be proud of. The famines were ended by 1946 in the USSR and were mostly caused by drought, even the so called "Holodomor".

More specifically, they are in prison for serious crimes. People do wind up in jail for trivial shit in the US, no sense in denying that, but most of the blacks in the prison system are there because they murdered, raped, robbed at gunpoint or assaulted somebody with a deadly weapon. No modern justice system could let shit like that slide and not cause anarchy on a large and massive scale.
