That's actually insanely far-fetched. You're severely overestimating the sea-worthiness of their vessels, which were barely able to traverse the Aegean Sea, much less the Atlantic ocean. They were too bulky, too slow, too inefficient, and lacked the ability to navigate on the high seas.

Far more likely is that it was in reference to a society from the Mycenaean period, which collapsed horribly in the 12th century BC following a series of calamitous Earthquakes right along a fault line, which might have triggered tsunamis, and tales of that society perishing was passed down in the Greek oral tradition until Plato wrote it down many centuries later, by then warped into a hopelessly tall tale about utopias and advanced civilizations sinking into the waves.

Going around the Mediterranean or African coast is one thing. Traversing the Atlantic Ocean and returning to tell the tale is another thing entirely. And keep in mind that part of the reason sea wrecks in the Mediterranean are such an archaeological gold mine is precisely because of how often ships like those crashed and sank.

Look at it this way: Christopher Columbus came nearly 1800 years of naval technological development later, making ships that went from being slow as shit and needing hundreds of oarsmen to being swift, wind propelled caravels which only needed a few dozen sailors and thus had far more cargo space to feed fewer mouths, allowing for longer and more sustainable voyages into the ocean. Sure, the vikings made it to North America, but only barely, and they were not able to create a sustaining colony there, and those still came over a thousand years after the ancient Phoenicians and Greeks.
