The cost of running an empire is enormous. It is easy when you are entrenched in a neat little geographical enclave with lots of forts on the borders and your capital at its economic heart with an administration that has perfected governing the land. However if you intend to expand, your polity needs to constantly maintain the ability to project military force so you can put down some conquistador or noble who decides to switch up on you.
