In Germany there was no Third reich without hitler due to the inefficent nature of the government itself, and hitler became distrustful of the regular army due to battlefield defeats caused by his own bad plannings, leading to the growth and empowerment of the SS
The Army/Navy rivalry in Imperial Japan is a bit more complicated and has to do with the autistic social constructs of pre-Meiji feudalism and the politicization of the officer corps into differieng political parties. When the army came to run Japan officers became politicians, so politics divided the services. The army wanted to move north into china/manchuria/USSR and the navy south into southeast asia/pacific. politicization resulted in a very bitter type of divide
Communist regimes generally didn't require pretorian guards like the SS as the state became synonymous with the party. Hitler never achieved this because the Germans maintained two parallel structures (political and civilian) each with (on paper) equal but undefined power. Meanwhile the Soviets were able to completely politicize the army by turning the army into a instrument of the state (and thus the party) and not an instrument of any sole individual (i.e. Hitler). This process was repeated in soviet satellite states, which is why very rarely did any force besides the general armed forces emerge in their regimes as opposed to your Iranian Revolutionary Guards, Saudi National Guards, Iraqi Republican Guards, ROC/ROK/Brazilian military police, etc..
