They don't necessarily want someone to rule over them making decisions, but someone in a distant enough position of authority to not interfere with their daily lives, or even help improve them, but attentive and responsive enough to keep other, more intimate and ultimately more intrusive authorities in check.
Medieval kings were very popular with the lower classes because many believed they would intercede on their behalf when barons and merchants would abuse their power.
