The Soviets were busy losing men to the Finns and purging their army. They would not have thought about invading unless they somehow won in Finland and had time to modernize their army by getting better tanks and adopting the SVT-40 as their main service rifle replacing the Mosin Nagant. They were in the process of doing this when Germany invaded. They switched back to mainly the Mosin during the war because they had to ramp up production.

They were already considering it during the winter war. Well not ally with germany, but deal with the whole communist problem. Part of Stalins appeal was that the higher ups feared if they chimped out then the rest of europe would unify to kill them off. Of course then Stalin starts the winter war which almost did exactly what they feared Leon Trotsky would have done.
