It's part of a series of similar coins apparently minted in Arretium, Etruria. It's unclear what it's supposed to represent, although it's in fact from the time of Hannibal's invasion.
It's not really indicative of anything at all however, since we actually have coins representing Hannibal's father and brother, and they don't look african at all.

Every other "source" was wewuz blogs.
Looks like it's a real carthaginian coin. There is nothing indicating that's Hannibal however. It's also the only one depicting a black african, all the others have roman looking dudes, gods and animals on them.
