Insofar as the working class having supremacy in governing the state, the USSR was socialist throughout its history until 1989. If socialism necessitates full state ownership of the economy, then the USSR was socialist from 1932 to 1958. If socialism means that there is a fully homogenous form of social ownership and a fully mature democracy in which an educated populace effectively governs itself without wage labor, unequal distribution or other remnants of capitalism, then the USSR was never socialist.
