What would have happened if the Anglo-French forces had invaded Germany in 1939 shortly after the declaration of war? Why didn't this happen?

Because the French army was not an offensive instrument, and Hitler, unlike his generals, realized this. The French actually did launch a short spoiler attack. It featured such hilarity as entire divisions being stopped by single machine gun bunkers and was quickly called off.

If Germany had been defeated in 1939 there would have been no mood to punish them harshly.
It's hard to say. If they'd done it when Germany was solidly stuck in in Poland, it could have accomplished something. A static line in Germany instead of France would be considered a win by the Allies. Then it would be an air and sea and collecting-allies war.
France's military doctrine wasn't compatible with an invasion.

But they could have held a line ahead of it, and it genuinely would have helped THAT KIND OF WAR. The expected kind of war did not happen in the end.

Breaking them up would not be punishment as much as it would be proper strategy. They would have to dismantle the Government... again which would create a lot more civil unrest and the country would be heavily divided. The masses would split into factions and it would be just for a division of Germany to be annexed into the surrounding countries based on its population identities.

It did happen. It's called the Saar offensive. However, German mobilization was much more rapid than Anglo-French mobilization, the Sigfriend line defenses, while not quite as good as the Maginot line defenses, were damn tough; and the attack failed.
Remember, Germany hit Poland with 60 divisions. Here is a list of German divisions mobilized by 1939. You had a LOT of forces that were ready to stop a western attack, and more forming up by the week.
