If Germany wanted to chimp-out, which they did twice, there was no real way to stop them without enormous cost. The hard truth is that aside from the USA, Germany in the early 20th century was just flat-out stronger than everyone else; by the turn of the century they had already overtaken Britain as Europe's largest industrial power, and would get stronger from there, with not even WW1 significantly damaging them (especially compared to what it did to France and Russia). The one exception to this was probably 1940-ish when the Allies outnumbered and outgunnned Germany and had more industrial capacity at their disposal, but that was only a paper advantage, as the bulk of the Allied forces were functionally useless due to doctrine.
