Detroit, Chicago, Philadelphia, Baltimore etc.

Mostly because of the high poverty due to outsourcing and the "white flight" even though a "rich/middle income flight" would be more appropriate.
Now take in thug and gang culture as the highest social achievement in these impoverished communities and you get shit holes like Detroit, etc.

Northern cities like Chicago, Baltimore and Detroit take the cake for he most deadly in America with maybe some places like Oakland, California being there too. AFAIK a place like New Orleans or Atlanta aren't as deadly as many of the northern cities.

No it's because education budgets are abysmal as fuck and educational attainment a pain in the ass when the system doesn't work. Fucks sakes a high schooler taught a class fora month or two because they had no replacement teachers.

Teaching a class of poor kids with 113 IQs will be noticeably easier than teaching rich kids with IQs of 90
