Cao Cao's Han Court/Kingdom of Wei dealt with the economic and social issues that plagued the land and was seen as legitimate by the people who resided in its borders so when Cao Pi usurped the Han throne most people didn't care.

Shu may have had the name of "Shu Han" and a supposed ancestor to carry on the Liu bloodline but they were plagued by logistics issues, terrain and maintaining supply lines if they ever tried to invade out of the Shu region.
