Though keep in mind the Western Roman Empire fell and Rome was conquered by the Visigoths until the Eastern Roman Empire reconquered it, so technically the papal states spawned out of the Eastern or rather reunited Roman Empire if you will.

Either way both the Catholic and Orthodox churches are surviving Roman institutions.
