Because either they were already influenced by the Greeks in some manner or you had to pass through Germany to civilize them, which was not worth it.

Germany needed a strong army since they were blocked in by the swedes to the north, russians to the east and france to the west. That war like attitude didn't leave over the years I suppose.
In all honesty though, germans aren't as bad as russians as they at least abolished serfdom
