Why does this basically sound like social democracy? Was Italian fascism really just that but with more militarism and a single-party dictatorshp?

It wasn't even single-party. It wasn't supposed to have parties at all, and to bring all political discourse inside the State structure
Italian fascism was anything but democratic, considering that they made a point of beating and murdering political rivals. It did initially have aspects of socialism, but those fell by the wayside in favour of closer cooperation with the church and capitalist interests.

People weren't quaking in their boots when Mussolini came to power, since fascism didn't seem to be that dangerous to anyone who mattered (balkanites don't, of course).
