To some extent, they made it up as they went along, getting bolder as the war got bloodier. Brest-Litovsk was intended to prevent Russia from ever posing a threat to German by spinning off several "independent" (really German client) states like Poland, Ukraine, and Lithuania, while annexing a strip of Russian Poland and making the areas of Livonia and Courland (corresponding to modern Latvia and Estonia) into a German-ruled United Baltic Duchy. In the Balkans, Romania got off pretty lightly, ceding Dobruja to Bulgaria but gaining Bessarabia from Russia. Serbia and Montenegro were to become Austrian puppet states, with Bulgaria annexing a large chunk of eastern Serbia.

In the West, Belgium would become a German protectorate, Luxembourg would be annexed outright, and Germany would annex small border territories where much of France's resource extraction and industry took place, effectively relegating it to an agrarian state reliant on German exports. In Africa, Germany wanted to annex French, Portuguese and Belgian colonies in Central Africa, but British dominance of the sea probably means that they'd probably only be able to get Britain to hand back Germany's colonial empire.
