As someone else said, there were the cossacks. You doubtless already know about gulags, but some political prisoners would be taken to far-flung penal colonies and forced to do back-breaking labour in the middle of fucking nowhere. If they tried to run away, they'd freeze to death. Some other settlements are industrialist death-traps: frontier cities founded for the purpose of mining/extracting resources/whatever under extremely dodgy safety conditions.

Yes, it's very comparable. Siberia wan't an empty wasteland, it was settled by many barbarian tribal peoples, many of whom used the horse as their key weapon just like the plains Indians did.

Yes and no. Siberia wasn't like California or Oregon. It's not a place that you would like to settle into and most Russians who went east were usually exiled criminals or persecuted religious minorities. It's a very shit place to live compared to the Russian heartland west of the Urals.

Most Russians went to the Caucasus and the Ukraine if they wanted to settle elsewhere.

Id imagine it was kind of similar to the real wild west. Like the wild west you see in TVs never really happened, those are just made up by the movie industry. For example you werent allowed to carry guns inside town in the real wild west. The wild west as its shown in the film industry is one of the bigger myths some people still believe in.
Oh and dont get me started on the actual population. They were filled with mexicans, escaped black slaves fleeing the law and white farmers and miners. Then later on they got a prostitue industry going where the whores became rich because barely any women wanted to go there. The prostittues got so rich off of whoring themselves that they got involved with politics.
But yeah, back to the question at hand, i imagine it was something similar for the siberian expansion except instead of being hellishly warm it was hellishly cold.

No, we mostly sent our Religious nuts and prisoners to Siberia. It was basically Australia that you could walk to.

Also, the Cossack did most of the killing injuns. Like the US west though, Siberia fucking sucks and the government only cares about the economic centres there.
