The problem is cultural.

Something like 15% of Indians now live in poverty, the middle class is what, 40% of the population now? It's not the poor poverty ridden country it used to be.

And yet 50% of people still shit in the open. Even those with money and houses and toilets at home.

It's just such a socially acceptable cultural practice that no one cares, and because of this and because Indians always out in the streets and because the government doesn't build public toilets, everyone just shits on the floor and no one cares.
