Your very premise is faulty. Pic related is an Orthodox Priest carrying a staff with two dragons. It's true that the devil assumed the form of a serpent, not a dragon. This doesn't mean serpents across the board were considered evil. In the New Testament Jesus told the apostles to be innocent as doves but wise as serpents. It's an animal analogy like being brave like lion.
