Because there's no such thing as a unified "white race". The whole concept of "whiteness" is a new world term created by Anglos. Being "white" is really only an American thing. Culture, ethnicity, and language matter much more than arbitrary racial groupings based on zero science

That's because those countries have established native populations that that have cultural identities. White people in Germany are just Germans. Although I'm pretty sure the most common ethnicities in the USA are German and Irish. Whiteness is a weird concept that eventually grew to encompass groups like Irish and Polish who had experienced discrimination.
