A nation cares first and foremost about it's own interests. The US went around toppling government because it was beneficial to them.

Both Allende and Mossadegh were socialists who managed to maneuver their way into the executive office after years of trying, and proceeded to rule by decree and ignore every constitutional limit on their power.
In both cases, they were unseated because another branch of the government had explicitly asked that they be removed from power. In Allende's case, the Chilean congress asked for a military coup, in Mossadeghs case the emperor of Iran dismissed him.
Mossadegh also only got into power because his party committed a wave of assassinations and refused to stop unless he was put in charge. He killed the guy that game before him.
Of course, Pinochet and the Shah were both worse than the people who came before them, but both of those guys were "I am a huge faggot please rape my face" the ruler.
