If i remember it right Tertullian mentions that even in Roman times people from what was former Carthage kept sacrificing children to Baal. In a chilling fashion he describes how parents soothed their crying children while bringing them for sacrifice. The Romans did ban the child sacrifice but apparently the local population still somehow managed to get around the ban.

Might be just Christian slander of pagans but then again Tertullian himself was from the province of Africa who knew his surroundings well so who knows.
