That's the point of the term Civil War, it presuposes that the conflict involves only the people of a single nation state fighting amongst themselves. Excluding foreigner influence from the conflict is the point of the term. If a conflict didn't exclude citizens of foreign nations it wouldn't be a civil war. Exclusion is the point of the term. It doesn't matter if it evinces notions of chauvinism or tribalism. That is entirely irrelevant. Civil has to do with the citizens of a single nation state fighting a war amongst themselves. It is explicitly exclusionary as a term.
