There are three main ethnic groups in France: French, Occitans and Arpitans. Savoyards are the latter. In Italy there are Gallo-Italics, Italo-Dalmatians, Rhaetians and Sardinians. So the answer to it is that the ruling class of the Duchy of Savoy were Arpitans and the majority of the population consisted of Gallo-Italics.
