It depends on where you live. The brazilians had the nature which gave them the necessary recources to live from. So if the nature(tropical forest) covers your needs, you have no need to evolve.
Look at Europe: No provider of needs -> have to work to keep yourself alive -> need to start to think for yourself -> ego push -> you have to evolve mentally or stategicly? to stay alive

they had the minimum things that any human needs to survive and thrive before "dem white devils" came over the sea to meet them. Pair this with shitty jungle soil and insufferable humidity during warm months, and they really didn't have what it took to develop the way the Yuropoors did
