Most of Russia wouldn't be settled by Germans anyway but be subjected to some form of quasi-colonial rule akin to India. His idea was creating a vast, autarc German-dominated bloc in Europe; fucking around in Africa doesn't achieve that goal. Besided, Africa with its different climate wouldn't attract many German emigrés anyway and colonies that far away tend to emancipate themselves from the motherland.

Because the Allies (Britain in particular) were hellbent on never returning Germany's colonies. Germany had been barking up that tree since before Versailles had even finished and Britain fabricated a shit ton of documents to ensure they would get Germany's colonies in Africa.
