Did the regional dialects and accents of the USA all come from variations of Irish, Scottish, and British English, or are there noticeable influences from other ethnic groups' accents?

Not really. Languages change on their own. Take a bunch of, say, General American speakers, leave them alone on an island for 80 years, come back, and the accents of the new speakers will be different. https://en.wikipedia.org/wiki/Language_change
