US didn't use it as a collective punishement for ethnic Germans or Italians, even though there were documented cases of espionage and sabotage by German Americans with nazi sympathies.

Because, comparatively, the internment of German-Americans and Italian-Americans was not as widespread or blatantly discriminatory.

For instance, there were 12.2 million people of German origin (ethnic German, born to German parents in America, or born to at least one German person) that should have been incarcerated under the same regulations that Order 9066 stipulated for Japanese-Americans and people of Japanese origin. 11,507 people of German origin (both German-Americans and German nationals) were interned during the war. They were interned on an individual basis, which involved a tribunal determining each person's alleged risk to the nation. Their families were not interned with them, but many wives chose to bring themselves and their children for "voluntary" internment so that they weren't separated. This doesn't mean that innocent people weren't detained, especially if they were German-born which made their risk of incarceration higher, but that the internment of German-Americans/people of German origin was not done on a widespread discriminatory scale. Some of these people were interned for as little as few months, or for the duration of the war.

By contrast, the 120,000 Japanese-Americans from coastal areas who were interned were interned without cause, tribunal, or consideration on a case by case basis. About 67% of them were American citizens, and the bulk of the rest of that percentage were parents and grandparents who had been in the country for decades. Entire families were interned, children and babies were interned, etc. They were interned for the duration of the war.

In some areas, Japanese-Americans/people of Japanese origin were afforded the same "rights" as the German-origin people in that they were brought before tribunals. Particularly Hawaii, were about 1500 Japanese-Americans were interned compared to a population of about 150,000.

To add to this, very few German-Americans (and Italian-Americans) were actually interned. They were mostly--not always, but mostly--people without US citizenship. By contrast, 70,000 Japanese-Americans were interned.

However, German-Americans, Italian-Americans, and Japanese-Americans were subject to activity restrictions (such as remaining in your home from 8 pm to 6 am) even if they weren't interned.

Again, not to say that the Order 9066 policy wasn't fucked up for anyone who happened to be unfortunate enough to be of any Axis country origin or god forbid if you had any sort of government related job (lots of people who worked for any foreign consulates were arrested) but the reason why Japanese internment is more talked about is the massive scale as well as the fact that it was more broadly and blatantly discriminatory based on ethnicity.
