Definitely the Turkish influence. From antiquity to the middle ages the Balkans were already a backwater but the level of violence and cruelty was nothing special. It's only with the Turkish conquest that it started to go to shit.

The Thracian tribes were regarded by both the Romans and the Greeks as exceptionally warlike and bloodthirsty. Here's a curious thing.
If you look at the birthplaces and roots of most of the Yugoslav criminals of the 20th century you would see most have ancestry from a very small region made out of Herzegovina and Montenegro. The Ustasha leadership, Šešelj, Karadžić and many others.

I'm betting someone can dig up one of those haplogroup maps and see a correlation.
