And no, Indian national Identity went through a lot of changes AFTER india became independent. The idea of a socialist one language policy was thrown in the trash and it was a very important step in explaining what indian-ness was to common people and it was much after the british had left.

One State or person ruling a body of land does not imply the people ruled have a consistent and coherent national identity.
