Mexico, USA and other foreign powers always tried to promote a union, USA went as far as offering Costa Rica help in restoring the union with them leading it, of course, they asked the only country of CA which doesn't want anything to do with its neighbours and openly opposes and despises the idea of a union with those north of their border; but of course, it was the only of those countries with a modern army, stable and with good relations with the USA, so Buchanan didn't have much of an option, but asking a Costa Rican president who claimed the Central Americans were subhumans who couldn't manage a grocery store and banned them from Costa Rica wasn't smart either.
