Some of it is going to have to be rooted in your definitions. I mean, by definition, a pirate group is pretty much an organized crime syndicate if they start charging fees to operate in their water instead of getting their take from out and out banditry, which several of the larger pirate fleets did.

But can you count something like Koxinga's group? He had hundreds of thousands of men, but he was essentially a privateer of the southern Ming remnant that operated with an extreme amount of independence. Does that make him a criminal in the classic sense or a sailor operating under a nasty set of rules of war?

Pirates are neato, but I'm more talking about the "in plain sight" sort of groups.

Everyone knows them, they are all in big populated areas but for one reason or another can't be effectively stopped.
