If you went back in time and killed Hitler prior to Barbarossa, and assuming that he was replaced with a competent leader, would Germany have "won" the war?
No, by that point they were already fucked. They just didn't know it yet.

No but they would have done better and maybe had a proper capitulation at the end

Unlikely. Macropolitical events, most especially trying to stop the resurgence of a revanchist party on the basis of "We weren't really defeated" a la the end of WW1 made any non-total defeat of Germany extremely unlikely. Doubly so since any likely replacement in OP's situation would almost certainly arise from the Nazi party and continue on a lot of the more objectionable policies.

Why don't you try it and find out?

the only way for Germany to win the war was to negotiate soviets into the axis. they would've conquered the entire earth in less than two years and hitler could've finally secured that lebensraum he always wanted

Hitler tried this but Stalin would only do so for Romania (vital oil which was viewed as absolutely necessary to germany's survival and thus could never be controlled by Russiaa) the baltics and Finland which were Aryan and aryan lite areas and thus not for sale.
Hitler attempted to offer the USSR a free hand anywhere else, especially India but Stalin and Molotov just weren't interested.
They were basically making unacceptable offers to Hitler that was diplo-speak for we're going to fuck you.
Hitler was already on edge with them after Stalin altered the deal on molotiv ribbentrop after Hitler was at war with Britian and France.

First off, the MR pact included trade but no real military support of each other, unless you count the carving up of Poland.
Secondly, it allowed for Soviet spheres of influence in Bessarabia (Part of Romania at the time, but also nowhere near the oil in Ploesti.), and yes, the Baltics and Finland, which most definitely were for sale and in fact sold.

Stalin shouldn't have been pussy and simply grabbed Romania. There: No WW2. Or maybe a WW2 which lasts 6 months.
Fucking someone after announcing that you are going to fuck someone is the worst way of fucking someone.
