If i would play i think i would either try to recreate small parts/skirmishes of past battles and also make my own scenarios, probably my own battalion too and if i was really into it my own universe with its own countries.

Constructed and hand painted, the field isn't my handiwork though another guy in the club wanted to do the battle of waterloo so he built the table.
The miniatures come unpainted and sometimes unassembled (calvary always needs to be assembled) depending on if you're using metal or plastic miniatures.

Well friend depending on how big you want to go historical miniatures are very affordable compared to other wargames

The time sink is pretty significant especially if you're starting out but the cost for paint and glue isn't too much just stick to craft store paints (usually 1$ or less a bottle) get an exacto knife some plastic glue and a can of spray paint and you'll be pretty much set.

That's not the name of a game or anything, the specific one in question is World in Flames. It refers to a huge system of hex-based maps with little pieces, usually cardboard, as opposed to miniatures.
I mean, you have to narrow the question for it to make sense. But there are usually hex and chit wargames for most sorts of wars. Was there any particular period you were interested in?

Are most hex and chit games pretty much prepackaged board games like World in Flames?

Yeah. Common is a list of rules (long ones for the sorts of games I like), a zillion pieces, and maps, it'll all be prepackaged. There's none of the artistry involved that you get in miniatures games, it's just pure playing and strategy.
For First World War stuff, the same company made a game called Fatal Alliances, which is supposed to be really good, but I haven't played myself. And a long, long time ago, I played this really awesome called "When Eagles Fight". It's only the Eastern Front, but damn was it good, nothing fancy, mind you, just a well balanced and very tactically interesting game. I never really was interested in that particular conflict myself, so I don't have much to guide with I'm afraid.

Not at the moment. My usual M.O. is to pick a game, play the hell out of it for a few years, and then move on to something else. Before World in Flames I was a huge Bar-Lev junkie (1973 Israel vs Egypt and Syria), and before that I was sinking years into this sci-fi silly one called Freedom in the Galaxy (a !not star wars setting where you actually have to manage a rebellion against a evil but somewhat incompetent Galactic Empire)
