Non-state actors have been a headache since 9/11, and now that we have literal retards with nukes around(Pakistan, India and North Korea) instead of stable goverments(US, UK and France) and one semistable-somewhat safe goverment(Russia) the risk of using nuclear weapons is higher, either before or after those weak goverments fall.
