Since any one in the last 25 years is off topic... that gives us, what, Wilson through Reagan, barely?

Since I don't think enough of Reagan is in the time frame to get him considered, I guess FDR gets my vote, if we define "best president" as making the biggest mark on the history of the nation and having a huge impact and all.

If Nixon had not been a paranoid, he could have been one of the all time greats. If Kennedy had lived, I am not sure where he would have fallen -- he might have been among the best, or the worst, depending on whether he grew into the job.
