Perhaps he's saying that they were filled with water as disaster prevention from fires. Japanese cities were particularly prone to, and suffered quite often from, fires due to just about everything being made out of wood.

yeah, I guess if that's the case there are things about the internal structure I'm curious of and such.
I've been reading about pre-meiji restoration japan for over a decade and have seen countless period films and anime, and this is the first time I've ever seen or heard of anything like these structures. might seem kind of benign but they stand out so ferociously to me and I guess OP as well.
