Because it failed almost immediately upon becoming independent. Hispaniola is a shitty island with few natural resources apart from soil to grow cash crops.

Because slavery was made illegal and the people couldn't be asked to grow sugarcane anymore, the economy stagnated and eventually declined as a result of corrupt dictatorships, shitty economic policies, and the braindrain of anyone who was worth half a shit to the US, which is next door.
