I don't see how order 227 "worked" all it did was contribute to the already incredible Russian death toll and demoralized the men especially the barrier troops.

nobody joins a war expecting to have to gun down your own brothers in arms. This is why the order lasted like 3 months

Not one Step Back was repealed pretty quickly after it was shown that it didn't work, the Soviets learned from their mistakes in the war and changed tactics where it made sense, such as gutting the power of the political commissars and leaving control of military operations to the generals rather than party officials.

Hitler almost never learned from his mistakes, with his hard line to never retreat from the frontline and holding positions to the last man just ended with encirclements and surrenders, with Soviet encirclements easily removing 1/5 of the Wehrmacht's manpower throughout the war, and led to the outright annihilation of entire formations such as the 6th Army.

Hitler wanted to assume personal command of military operations, with his word often superseding that of this Generals until command was given back to Manstein in March of 1943, but by that time, there was really nothing the Wehrmacht could do to hold back the Soviets with what little oil and other resources were left after 2 years of war in the USSR.

In neither case was there a single 'Not one step back" order. Halting orders were issued by both sides in a variety of instances, and worked well some of the time (Stalingrad, winter 41 offensive) and disastrously at others (1943 for the Germans, opening bouts of Barbarossa for the Soviets.)

The Not One Step Back order was created for officers to not be allowed to retreat without permission from higher officers. The reason was that early on in the war, large units were often encircled as troops on the flanks made tactical retreats to overwhelming numbers. The order was given to prevent those retreats to buy time for an orderly retreat rather than a catastrophic encirclement.
