What would England be like if the norman invasion failed? Would they still subjugate their celtic neighbors? Would the UK ever become a thing?

Counterfactual history is fucking stupid. The UK becomes a 'thing' in its own right in the 18th century so that is several centuries between the events you're talking about, in which any number of possible different things could have happen.
Anglo Saxon exiles never go to the Scottish court, Margaret of Wessex never marries Malcolm Canmore, Scottish culture remains fully Gaelic, Scotland and Ireland form a Gaelic ethnostate, come to dominate the British isles.
