Why were the Japanese so keen on honorable suicide as compared to the Europeans?

Europe/Judeo-Christian values are not shame based but guilt based, with ways to mitigate the guilt short of suicide.

The Roman Empire had honor suicides. It happened after that suicide became taboo for theological reasons.
However things such a dueling show that Europeans weren't adverse to risking their lives for honor.

This. Shame is a very external thing to be witnessed by all members of the society. Guilt is very personal and internal and something that you struggle with behind closed doors.

In Western societies, the action of an individual applies almost solely to the individual, whereas the actions of an individual in Japan would reflect on your family as well. Thus you have to do something honorable to spare your failure to be on your family's name.

More precise: There were very material implications as well. An aristocrat commiting seppukku made sure his belongings were inherited to his offspring, whereas his family would be disowned if he refused to do so and kept on resisting the shogun or alike.

Just to clear up a misconception, nobody actually runs Hell. Devils are there for the same reason sinners are - to be punished.
