This honestly. To the Greeks, blond hair wasn't an unimaginably foreign concept nor was it usual. It was exotic. You may as well ask why ancient Celts dyed their hair red.

it was common enough that all ancient greeks would have known blond people or seen them around often enough. There were probably no less adult male blonds in ancient greece then there are in america or australia today

Blonde hair was stereotypically associated with Macedon, northern Greece and generally all lands north of Boeotia. Because that's where Olympus is, it was customary to depict deities looking like folks from over there. Their difference from Greeks in southern city-states gave the deities that "otherwordly" look.
