Why didn't France just move all their industry south of

Why didn't France just move all their industry south of the Seine and call up more men? It's not like they were a poor country, they were the second largest European power after Britain, they could have put up way more of a fight. They have a large population and lots of wealth, and they could have probably just stringed more from Roosevelt.

the final defence they gave after the encirclement was already desperate, to the point that it was more of a symbolic move than anything.

Moving their navy and as much of their army as possible overseas is the best they could have done
