They are the remnants of the golden horde which again was a part of the mongolian empire.
They existed as an independant people in some way or other till the russian conquest of most of them in eastern ukraine and till the ottomans vassalised the crimean khanate.
They came much later than the fall of rome as they came with ghenghis khan and his descendants.
They wear those hats because it can get fucking cold in the steppes which they inhabitted mostly.
Also they wuz mongols, they had the same respect for ghenghis as europeans have for caesar.

Ta(r)tar is a name shared by a number of different groups. There was once a large Mongolian tribe called Tatars that got absorbed into Ghenghis's empire. So if the question is about them, then they were a Mongol tribe.

But who we call Tatars now don't have that much to do with them, they are primarily Turkic. After the Mongol conquests Tatar was just how Europeans started to call every Turkic or Altaic nomadic group they came across. The most famous one were the Crimean Tartars who spoke a Turkic language, not Mongolian. There were also Volga and Lithuanian Tartars and people even used to call Azerbaijanis Tartars until quite recently.

All these groups have been separated for some time and have quite different cultures and dialects by now.
