Probably. There are different varieties of hemp, some of which won't get you "high" due to not having enough THC.

Female cannabis plants tend to produce very low amounts of THC if they've been fertilized by male plants. In order to get decent yields, you need to grow female plants alone and kill off the males before they can do any damage. Wild cannabis is usually weak as shit because of this.
This doesn't mean it's useless though. The plants can still be used to make hash or can be boiled in milk to make a tincure that will get you stoned.
