since a lot of spartan history is hard to separate from myth or exaggeration of outsiders, scholars are divided over the effectiveness of the dual kingship. Each position was filled by a different aristocratic dynasty and usually one king would be stronger would dominate the other (this was the case in rome two, you usually had a vigorous consul overshadow the other one). Most scholars agree that over time the kings lost a lot of their powers to the ephors and gerousia. Some goes as far as to say that they were figureheads. After military campaigns, for example, Kings were called to account for their actions and could be punished. It also wasn't unheard for ephors to bring kings to trial at home, possibly deposing them, but more fining them for one impropriety or another. But, again, a strongwilled king could push against the system and take on more powers for himself. The kings were also commanders-in-chief who led the spartan army into battle. Its also possible that on the field they had a lot of discretion to plan strategies and open negotiations. The spartan kings may have also played a very important role in spartan religious life.
